SCCLF Proud to Partner in Expanding Affordable Housing Access
The South Carolina Community Loan Fund (SCCLF) is proud to partner with Charleston County in launching the Housing our Future Trust Fund (HOFTF) – a powerful new initiative aimed at increasing access to affordable and workforce housing throughout the region.
Backed by an initial $8 million investment from local Accommodations Tax revenues, this revolving loan fund will provide below-market financing to developers and organizations committed to building and preserving affordable housing options for low- and moderate-income residents.
SCCLF brings deep roots and experience to this partnership. Originating as the Lowcountry Housing Trust nearly two decades ago, SCCLF is returning to its Charleston beginnings to help lead this vital effort.
“We are excited to continue our work with Charleston County and support projects that will provide lasting impact for communities across the region,” said Deborah McKetty, President of SCCLF.
The fund builds on the county’s existing Housing Our Future strategy and complements past successes such as the Archer School Apartments, North Bridge Townhomes, and Esau Jenkins Village.
This effort represents a bold step forward in addressing Charleston County’s housing needs—and it’s only the beginning.

Who can apply for funding?
Eligible applicants include:
- Nonprofits (501(c)(3) or 501(c)(4) in good standing)
- For-profit entities that are legally registered and in good standing
- Applicants must have at least 2 years of experience with similar projects.
What types of projects are ineligible for funding?
Ineligible projects include:
- Completed projects
- Down payment assistance
- Emergency shelters, nursing homes, and other specific facilities
- Owner-occupied rehabilitation
- Commercial developments
What are the loan terms?
- General loans range from $50,000 to $2 million, with terms up to 60 months.
- Predevelopment loans can go up to $2 million with terms of up to 48 months plus extensions.
What are the affordability period requirements?
- Rental projects require a 20-year affordability period.
- Homeownership projects require a 7-year affordability period.
